Stewards

NTEU Chapter 212 stewards are highly trained, dedicated advocates who ensure that every member’s voice is heard and their rights are protected.  Through their extensive training and commitment to the principles of fair representation, stewards uphold the strength and integrity of the union, making a lasting difference in the lives of their fellow employees.

Nature of the work

Member Representation and Advocacy

  • Grievance Handling: Stewards represent members throughout the grievance process, from informal discussions with management to formal filings and, if necessary, arbitration. They investigate complaints, gather relevant information, and advocate for fair resolutions.
  • Contract Enforcement: Stewards ensure that both management and employees adhere to the terms of the National Collective Bargaining Agreement (NCBA). They interpret contract language and help members understand their rights under the agreement.
  • Investigatory Interviews: Stewards are present during management-initiated investigatory interviews to support members, clarify questions, and ensure procedural fairness.
  • Oral Replies and Disciplinary Appeals: Stewards assist members in preparing and presenting oral replies in response to proposed disciplinary or adverse actions, and may also help with the appeal process.
  • Committee Participation: Stewards are actively involved in various committees, such as Joint Achievement Committees (JAC), bid and rotation bargaining teams, and holiday leave planning groups, advocating for member interests at every opportunity.

Communication and Leadership

  • Educating Members: Stewards serve as educators, helping members understand their rights, contract provisions, and union policies. They distribute information, answer questions, and organize worksite meetings.
  • Liaison Role: Stewards act as the essential link between union members, union leadership, and management, facilitating open communication and fostering a collaborative workplace culture.
  • Problem Solving: Stewards address workplace issues proactively, mediating disputes, organizing collective actions, and supporting members through challenging situations.

Extensive Training and Professional Development

  • Master Contract Interpretation: Stewards receive in-depth instruction on the FLRA, labor law, and grievance procedures, ensuring they are well-equipped to enforce the agreement and represent members effectively.
  • Develop Advocacy Skills: Training includes sessions on effective communication, negotiation, and conflict resolution, preparing stewards to handle difficult conversations with both members and management.
  • Stay Current on Workplace Issues: Stewards learn about the latest developments in labor law, workplace policies, and best practices for handling issues such as telework, overtime, leave, and performance appraisals.
  • Participate in Practical Exercises: Role-playing, mock grievance hearings, and case studies are integral parts of the training, giving stewards hands-on experience in real-world scenarios.
  • Network and Share Knowledge: The conference provides opportunities for stewards to connect with peers from other chapters, exchange ideas, and build a support network for ongoing professional growth
