Steve serves as a Program Specialist for the Administration for Children and Families (ACF) within the U.S. Department of Health and Human Services (HHS) in Region 9 (San Francisco).  Region 9 includes Arizona, California, Hawaii, Nevada, the Pacific Territories, and over 150 Native American Tribes.  ACF is a division within HHS that includes responsibility for a broad range of federal programs that advance the welfare and health of children and families across the country.   Steve also held this job from 2014-2020.

From 2020-2023, Steve worked as a Health Communications Specialist at the U.S. Food and Drug Administration.  Much of his time focused on responding to the COVID-19 pandemic and disseminating information to the public.

Previously, Steve worked as an Outreach and Policy Specialist in the Office of the Regional Director at HHS Region 9.  The HHS Regional Director is the only political appointee in the Region.  The office maintains close contact with state, local, and tribal partners and addresses the needs of communities and individuals served through federal health programs and policies in Region 9.  During this time, much of his work was devoted to the implementation of the Affordable Care Act.

Prior to joining HHS, Steve worked at the U.S. Environmental Protection Agency (EPA) for five years in the Office of International and Tribal Affairs on the North American team in Washington, DC.  He worked with Mexico and Canada on issues related to air, water, waste, pesticides, and enforcement.

Steve has a Master’s in Public Policy from The George Washington University and a BA from UCLA.  He is happily married and lives in Oakland, CA and has two cats.  He enjoys being outside and traveling.
