Brandon S. Bruce, Esq., LL.M.
Chapter President

Brandon S. Bruce, Esq., LL.M., is a dedicated advocate for federal employees and currently serves as President of NTEU Chapter 212, a position he has held since December 2024. In this role, Brandon oversees all Chapter operations, presides over regular and special meetings, manages official communications, and serves as the Chapter’s primary spokesperson in dealings with management and external partners. Brandon’s leadership extends to appointing stewards and committee chairs, guiding policy development, and spearheading initiatives to protect and advance the rights of the membership.
With a robust background in labor law and a commitment to fair representation, Brandon regularly represents employees and the Union in meetings with Agency management, appeals, and formal proceedings, leveraging his deep understanding of collective bargaining agreements and negotiation strategies. Beginning his union service as a Steward in May 2018, Brandon demonstrated exceptional commitment to member representation and labor advocacy, serving in that capacity for over five (5) years until June 2023. His expertise in labor law and unwavering dedication to worker rights led to his election as First Vice-President in June 2023, where he continued to champion employee interests and strengthen union operations. In December 2024, Brandon was elevated to Chapter President, bringing his extensive legal background (licensed attorney since 2008) which includes his prior experience as an Employee and Management Relations Specialist and Attorney Advisor at USDA and seven (7) years of union experience, i.e., five (5) years as a Steward and two (2) as the Chapter’s First Vice President, to the organization’s highest office.
Brandon’s particular expertise in Equal Employment Opportunity matters, reasonable accommodation advocacy, and collective bargaining enforcement has made him an invaluable resource for Chapter 212 members. Specifically, Brandon has an extensive and proven background in litigation by his almost two (2) decades of experience as a practicing attorney, including his wins at the MSPB, EEOC, FLRA, and arbitration through drafting legal memoranda such as Motions for Summary Judgment, and Discovery Requests, i.e., depositions, interrogatories, requests for production of documents, and requests for admissions. As President, Brandon continues to advance the interests of federal employees through strategic leadership, effective communication, and his deep understanding of both legal frameworks and the practical challenges facing today’s workforce.
Throughout his tenure, Brandon has consistently demonstrated administrative excellence, a passion for justice, and an unwavering commitment to the well-being and rights of federal employees.
Christopher Melton
Chapter Second Vice President

Christopher Melton is a passionate advocate for federal employees and currently serves as Second Vice President of NTEU Chapter 212, a position he has held since January 2024. In this role, Christopher supports Chapter operations, assists in coordinating representational activities, and works closely with the Chapter President and Stewards to ensure fair and effective advocacy for the bargaining unit.
He plays a key role in managing the business processes for Chapter 212, ensuring administrative efficiency, transparency, and accountability across union functions. Christopher began his union service as a Steward in July 2023, where he quickly demonstrated a strong commitment to member support and representation. His dedication and effectiveness in the role led to his appointment as Second Vice-President one year later.
Professionally, Christopher has worked for over a decade at the Food and Drug Administration (FDA) within the Center for Drug Evaluation and Research (CDER) as a Health Communications Specialist. He brings to his union leadership role a strong background in business and communications, as well as specific expertise in the Reasonable Accommodations process within the FDA. His deep understanding of accessibility and disability advocacy, combined with a passion for helping others, makes him a trusted and empathetic representative for Chapter 212 members.
Christopher is especially committed to supporting employees navigating challenges related to disability, accommodations, and equity in the workplace. His compassionate approach, operational insight, and dedication to service continue to strengthen the mission and impact of NTEU Chapter 212.
Lynette Terry
Chapter Treasurer

With a distinguished career spanning over 36 years in the US Federal Government, Ms. Terry brings a wealth of experience and unwavering commitment to her role as Union Treasurer. Ms. Terry recently retired. She spent the last recent 12 years of her career as a Program Analyst, Official Establishment Coordinator (OEI) for the Drug Program at the U.S. Food and Drug Administration (FDA) Irvine.
During her tenure at the FDA, she demonstrated exceptional organizational and analytical skills by providing vital inventory support to more than 1,000 firms. Her responsibilities included overseeing compliance, coordinating regulatory processes, and ensuring that (OEI) Official Establishment Inventory systems met stringent federal standards. Her expertise in program analysis and coordination was instrumental in supporting the FDA’s mission to protect public health and uphold the integrity of the drug supply chain. Throughout her federal career, Ms. Terry earned a reputation for integrity, fiscal responsibility, and transparent stewardship of resources. These qualities, combined with her extensive background in complex regulatory environments and their dedication to supporting union members, make her an invaluable asset to the union’s leadership team.
